From the Paper:

"Terrorism has extreme costs to America and is a top political matter during current Democrat and Republican campaigns. There is the actual destruction to property and lives and then there are costs to security, law enforcement and the military. Wars are being fought at home and abroad to conquer terrorism and the costs keep mounting. The mindset of society is directed to terrorist issues away from more productive areas such as economics. There is a fear of investing, financial institutions are suffering and when America suffers so does most of the world. Resources are used against terrorism instead of dealing with various social issues."
